Question about the nafta superhighway?

Is it wrong that a spanish company will be collecting tolls from anyone who travels along the series of roads that will make up the nafta highway when it is completed? A large percentage of these roads have been payed for already by the tax payer. People will be taxed over and over again on a deal done by the corrupt Bush administration, of course Bush passed the mantle on to Obama so his corrupt cabinet have now taken over.
